1-1	生态环境保护服务	广东省高架源大气污染物减排技术支撑项目（二次）	1.治理设施运行状态非现场核查。通过监控平台，调度查阅电厂、水泥、钢铁行业重点企业在线监控数据，重点关注超标数据、异常数据，如零值、恒定值、无数据时间段、负值、数据波动剧烈时间段等数据，并进行标记与记录，通过历史数据了解该类型数据的产生是否有周期性、是否与在线监控运维相关，调度超标、异常数据对应的企业情况说明报告等资料，为现场核查做好准备。2.现场核查与测试评估。根据在线监控数据线索，结合“实施方案”、《重污染天气重点行业应急减排措施制定技术指南》和《污染源自动监控现场监督检查技术指南》等相关要求，对重点企业开展现场核查。完成不少于100个燃煤发电机组、50条水泥窑生产线、30家钢铁企业现场核查。重点核查电厂、钢铁企业、水泥窑生产线超低排放达标情况；开展生产、治理、自动监测和手工比对监测四同时检查，对高架源大气污染物治理设施和自动监控系统开展现场排查，针对发现的问题，按行业和地区提出可行的整治提升建议，指导地方落实行业大气污染物排放管理要求。对不少于180套CEMS系统开展标样核查和比对监测，为加强管理部门对高架大气污染源的监测管理能力。对于长流程钢铁、火电等可能存在可凝结颗粒物（CPM）排放的高架源，开展CPM排放检测，检测数量不少于10个排放口。3.开展污染治理设施和监测监控系统排查整治技术培训。对21个地市大气环境管理、监督执法和监测人员开展3场以上集中理论培训和22场以上现场实操培训，提高环保主管人员排查发现问题的能力和水平。	1.组织完成重点高架源氮氧化物和颗粒物排放和监控现状核查理论和现场核查培训，其中理论培训3场，1场线下培训，2场线上培训；现场核查培训22场。2.完成电厂发电机组、水泥窑生产线、钢铁企业核查情况和整治问题清单1份；3.完成广东省高架源大气污染物减排技术支撑项目报告1份（含检测报告）。	合同签订后至2025年12月31日	一、项目进度项目服务期为合同签订后至2025年12月31日。具体完成进度符合合同约定、招标文件的采购需求内容和投标文件响应的要求。二、项目验收由采购人组织专家对供应商的成果进行评审验收。完成合同约定、招标文件的采购需求内容和投标文件响应的全部内容，提交合同约定、招标文件的采购需求内容和投标文件响应的全部工作成果，通过验收。
